SKMF aspires to play an influential role in building policy consensus through advocacy and lobbying by bringing new ideas for policy discourse while providing a greater platform to new and aspiring generation of thinkers.

SKMF will encourage voices from all narratives – dominant or not and across the geography regardless of their caste, ethnicity, sex, or religion. It will work closely with eminent professionals, academicians, policymakers, civil society actors, and business leaders to bring contemporary issues and discourse into light.

The Foundation will establish itself as an idea generator for the government and connect research with decision makers while continuously engaging in advocacy using a democratic framework.

As new powers come into play, the existing systems face challenges amidst the dynamic environment which is exposed to innumerable vulnerabilities. SKMF seeks to play an important role in creating knowledge to discover new choices and opportunities available for the country. It will carry the voices of Nepalese and engage in providing quality research analyses and inputs to decision makers in the government, civil society, business institutions towards a long-term sustainable growth.  The Foundation will therefore establish itself as idea generators for the government and connect research with decision makers whilst continuously engaging in advocacy using a democratic framework.

MODALITY 

Quasi- Partisan: The think tank will be Quasi-Partisan by its nature and functioning. Even though it is established to disseminate the ideology and vision of Former Congress President Koirala, it will operate as an independent institution which will not be affiliated directly or under any political-party. The institution will be different from political party affiliated- think tanks since it will be autonomous even though the principles and the vision of the organization will be guided by the democratic values of former Nepali Congress president.

Non- Governmental: The Foundation will have significant independence from any institution, sponsor or donor group. It will be autonomous but will be exclusively funded by government grants and contracts yet outside the formal structure of the government. This is to say that, while the Foundation will be operated outside the government structure it will receive financial support and contract from the government.
